Off-ice misconduct has become "a cultural norm" within the Canadian Hockey League thanks to a "code of silence" that prevents athletes from reporting abuse, says the report of an independent panel which was released today.

The report says athletes do not report abuse because of "fear of retribution or punishment, power imbalances, and loyalty." The report's authors, who include Sheldon Kennedy, also say the CHL has made some positive steps in recent years to update harassment and abuse policies.
