The report says athletes do not report abuse because of "fear of retribution or punishment, power imbalances, and loyalty." The report's authors, who include Sheldon Kennedy, also say the CHL has made some positive steps in recent years to update harassment and abuse policies.

The CHL, in connection with its review, commissioned Leger, to conduct a web survey of players, hockey families, coaches, general managers, etc. 32% of 259 players surveyed said bullying exists in the CHL. (52% of families said bullying exists in the league.)
