So it was a win-win. Do you think refugees from Syria were picky when they were looking for places to locate? FL found places that had previously gone on record as being open to migrants and sent them there in comically small numbers.

How does that make it ok to send them somewhere else as a mean-spirited political ploy? Why not work together to organize and plan ways to resettle and house, even temporarily, these asylum seekers? We say we are the greatest country in the world right? Let's act like it

It doesn’t matter who produced the brochure. It is completely legitimate. All the information is from MA web sites and services. Anyone can create a brochure in any design wanted and put any states info on it and distribute it anywhere to anyone.
