@heatherwilly No, the treaty bans use as well as possession. In addition, it prohibits the act of threatening & assistance of use.
@heatherwilly Banning the possession of nuclear weapons is meant to ensure that you cannot use them.

@heatherwilly I think the risk of a state using nuclear weapons is higher if it has nuclear weapons than if it doesn't have nuclear weapons.
