A very interesting book, and Vasily Maklakov definitely deserves to be remembered and considered today, when the idea of a liberal, modern Russia seems far-fetched.

This is we called the self-serving political science argument for pressure for human rights and democracy on allies & foes alike. Even if you don't care about the morality, it's good national security policy.
This is also a reminder that authoritarian regimes, however "benevolent," are inherently unstable—and therefore depending on them is not and cannot be in our national security interests
