CDPH has said that the current masking requirement in healthcare and longterm care facilities “is not dependent on the state of emergency timeline." This has been widely quoted in the media, though I can't find the source. You would need to ask @CAPublicHealth for clarification.

Masking in healthcare settings is required by the California Department of Public Health and is not affected by the end of the state's or the county's declarations of emergency.
 
The County of San Mateo joins the State of California in rescinding its emergency declarations for COVID-19.
