Mulvaney says they were concerned about sending aid to Puerto Rico "because we thought that" was "a corrupt place." Puerto Rico is part of the US. Mulvaney mentions it as if it's parallel with Ukraine.

This also establishes a quid pro quo for the aid which they've insisted wasn't there for several weeks.

There is concern about sending federal funds to Puerto Rico in every branch of the fed govt due to decades of corruption (inc fed judiciary). Media trying to spin this story to attack @potus do a disservice to everyone working to reduce corruption which has strangled PR #muniland

It鈥檚 AID for an American territory where there is an FBI, U.S. Attorney & a large FEMA contingent which all monitor misuse of federal money.

Puerto Rico isn鈥檛 foreign aid.

This kind of ignorance is depriving people in Puerto Rico of HELP. That鈥檚 a fact. Not an opinion.

The Trump Administration withheld disaster relief to U.S. citizens in Puerto Rico, which is part of the United States, because Trump believed it was 鈥渃orrupt.鈥

Well, the United States has become incredibly corrupt, after all our president continues to profit off his private hotel business.

Puerto Rico is, in fact, a corrupt place. Trust this Puerto Rican on that.

(Or if not me, trust the multiple Puerto聽Rico聽officials arrested in the聽FBI聽corruption probe over how they spent taxpayer funded Hurricane Relief.)

Mulvaney admits the Trump administration INTENTIONALLY withheld aid to Puerto Rico, which resulted in the deaths of more U.S. citizens than 9/11. pic.twitter.com/BOVGMMx3O2

Meanwhile, it was a federal FEMA employee that was indicted by the DOJ for corruption in use of federal recovery funds destined to assist American citizens in #PuertoRico after #HurricaneMaria

Colonialism in one tweet. From the Mulvaney quote to the Haberman explanation. "Part of the US" implies full equality. More accurate (and legal term) is: "the US owns Puerto Rico," or "Puerto Rico belongs to the US" or "Puerto Rico is a colony of the US."

Thanks for my Ted Talk.

Puerto Rico belongs to, but it鈥檚 not part to the U.S. That鈥檚 the description of the U.S. Supreme Court

can you imagine these people talking about anyone else as corrupt?

Talk about spinning a tale with any available circumstances that may seem plausible to your position after the fact. Does @WhiteHouse still not realize Puerto Rico can NOT be compared to Ukraine on ANY level? Puerto Rico = USA!!

I'm hosting a hearing on this TODAY at 2:00 p.m. As Chairman of the @AppropsDems T-HUD subcommittee, I have serious concerns about @HUDgov breaking the law by not issuing the required notice for disaster funding for Puerto Rico. Watch: youtu.be/61-sKejRoVM

In reply to @maggieNYT
The US Supreme Court has resolved that 鈥淧uerto Rico belongs to but IS NOT a part of the United States鈥 because it is an 鈥渦nincorporated territory鈥. Which basically means the US can do with Puerto Rico as it pleases according to the property clause of the US constitution.

In reply to @maggieNYT
Its time to start the process of incorporation to achieve statehood we need political power. This would happend if we had 2 senators and 5 representatives. Its difficult being a territory. pic.twitter.com/rAymhHdbKN
